Rosendo Matienzo Cintrón was a political and cooperative leader in Puerto Rico. His ideals and convictions led him to be educated in literature and law. Within his performance in the Puerto Rican society, he stood out as an excellent parliamentarian and forger of cooperative social projects at the beginning of the 20th Century. In the political aspect, as representative in the House of Delegates, under the Spanish Colonial Regime, he drafted bills which were endorsed by the Chamber, but the project was never backed by the Spanish governor of the Island. Thanks to his trips to Europe, learned about the cooperative models of England, the Rochdale Pioneers and the Raiffeisen Savings Banks, urged him to continue with his ideal of community social welfare.

Prior evidence, founded in 1907 the "Social, Psychological and Beneficial Fraternity", with the aim of selling at a reasonable price the staple foods, trying to create a cooperative economic system to neutralize the monopolies of that time. Although he had many setbacks and disagreements in the creation of entities that would concretize his aspiration of social justice in Puerto Rico, at the beginning of Century, he presented the First Global Comprehensive Plan, with the purpose of initiating a Cooperative Movement that would satisfy the needs of the working class. In the middle of 1908 he organized the Agrarian League, with the same aims of the Fraternity but now in the agricultural task. This to retain the land in the hands of Puerto Rican farmers and not in the hands of foreign monopolies.

Both the League and the Fraternity were hampered by the great political and economic interests, but not its integrity, managing to leave in the collective memory their lived experiences that served in Puerto Rico for cooperative education. Just as in his Global Integral Plan, he founded the Independence Party in 1912, shortly before his death, he sought to encourage the development of production and consumer cooperatives. This program established the intention to use cooperative procedures as an alternative to address the problem between capital and the working class. Matienzo Cintrón could not see the progress of the Independence Party, since in 1913 he died. Matienzo Cintrón worked and maintained throughout his life the common aspiration that our ancestors had: "they wanted to contribute to create a better country, where people could live in harmony a life of peace and justice." On May 6,1920 it was approved Law # 3, with the purpose of incorporating and regulating cooperative production and consumption societies.
